In the third quarter of 2023, the School of Public Finance held a departmental scientific seminar on the theme of “Vietnam’s Tax System Management,” featuring presentations by Dr. Doan Vu Nguyen and Assoc. Prof. Dr. Nguyen Ngoc Hung<\/strong>.<\/p>\n

Dr. Doan Vu Nguyen’s presentation, titled “The Tradeoff Between Economic Growth and Environment: A Revisit of Environment Taxes,” highlighted that environmental taxes can enhance the efficiency of domestic resource mobilization. Countries that have pioneered environmental tax policy reforms demonstrate that they can generate significant long-term tax revenue while still achieving economic growth objectives. For Vietnam, a concerning trend is that while tax revenue and its proportion to GDP (or in total budget revenue) have gradually increased over the years, the proportion of budget expenditure on environmental improvement and climate change-related issues has tended to decrease. Analyzing data on economic growth rates and the Environmental Performance Index (EPI), it appears that Vietnam has prioritized the economy over the environment in recent times. To reach conclusions and policy implications related to this topic, further careful research is needed to assess the impact of environmental taxes on variables related to the economy, environmental quality, and energy consumption.<\/p>\n

Additionally, Assoc. Prof. Dr. Nguyen Ngoc Hung presented on “Improving Taxpayer Compliance When Using Electronic Invoices.” The use of electronic invoices is an inevitable trend and necessity of modern society in the context of increasingly developed information technology. Electronic invoices have brought many benefits to both taxpayers and tax authorities. The main objective of the presentation was to identify the difficulties and shortcomings in the use of electronic invoices in Vietnam in recent times. From this, it proposed key solutions to enhance taxpayer compliance when using electronic invoices. The seminar proceeded smoothly with questions, answers, and feedback from members of the department and the School.<\/p>\n
