School of Public Finance Hosts Insightful Seminar on “Implementation Strategies for Carbon Pricing in Developing Countries” with Prof. Dr. Izlawanie Muhammad from University Sains Islam Malaysia<\/b><\/p>\n

Ho Chi Minh City, August 18, 2022<\/b> \u2013 On the afternoon of August 18, 2022, the School of Public Finance, UEH College of Economics, Law and Government (CELG), successfully organized a seminar on “Implementation Strategies for Carbon Pricing in Developing Countries.”<\/b> We were honored to host Assoc. Prof. Dr. Izlawanie Muhammad<\/b> from University Sains Islam Malaysia.<\/p>\n

This seminar provided a valuable opportunity to exchange and share knowledge on solutions related to carbon pricing aimed at fostering sustainable development in Southeast Asian countries, as well as to discuss practical teaching experiences in the field of taxation. In an era of increasing global awareness regarding the adverse effects of climate change, the seminar garnered significant interest not only from academics but also from various businesses.<\/p>\n

The hybrid seminar, conducted both in-person at room B1.1001 and online, attracted a large number of researchers, lecturers, and actively participating graduate students and PhD candidates. Specifically, the seminar focused on two main topics:<\/p>\n

    \n
  1. Discussion on Carbon Pricing:<\/b> Exploring the feasibility and applicability of Carbon Tax and Emission Trading Systems (ETS) in developing countries within Southeast Asia.<\/li>\n
  2. Overview of Malaysian Tax System and Tax Teaching Methodologies:<\/b> Sharing insights into Malaysia’s tax system and methods of teaching taxation in both Malaysia and Vietnam.<\/li>\n<\/ol>\n

    Opening the seminar, Dr. Dinh Cong Khai<\/b> highlighted the main aspects of carbon pricing and initiated a lively discussion with the distinguished guest. Drawing from her valuable experience, Professor Izlawanie Muhammad shared highly beneficial information on carbon pricing solutions. These are viable solutions that have made tangible contributions to reducing greenhouse gas emissions in many countries worldwide. However, for these solutions to be practically implemented in Southeast Asian nations, related policies require careful consideration. The speaker acknowledged that while the application of these solutions still faces numerous challenges, effective policy enactment and enforcement not only protect the environment but also generate substantial revenue for national budgets.<\/p>\n

    The atmosphere of the seminar became even more vibrant as delegates engaged in active discussions about the feasibility and impacts of these solutions on the environment and socio-economic aspects in Vietnam, and globally. Agreeing with Assoc. Prof. Dr. Izlawanie Muhammad on the benefits of carbon pricing solutions, Dr. Pham Thai Binh<\/b> and Dr. Nguyen Phuc Canh<\/b> delved deeper into the impacts of Carbon Tax and ETS on changing production and consumption behaviors. They emphasized that if policies are enacted and implemented effectively, these solutions will encourage businesses and consumers to adopt more environmentally protective actions.<\/p>\n

    However, Dr. Nguyen Phuc Canh<\/b> expressed concerns about the burden of carbon tax being passed on to consumers through selling prices, which would increase the cost of consumer goods, a sensitive issue given current global political instability. Meanwhile, Dr. Tran Trung Kien<\/b> raised questions about the applicability of carbon tax (measuring emissions and effective carbon tax management) in developing countries like Vietnam. Measuring carbon emissions requires specialized equipment, posing a burden on small and and medium-sized enterprises (SMEs), which account for a large proportion of total businesses in Vietnam. Conversely, imprecise or non-transparent emission measurements could lead to controversy and create loopholes for negative practices. Assoc. Prof. Dr. Nguyen Hong Thang was interested in the differences in carbon tax application between developed and developing countries. Assoc. Prof. Dr. Nguyen Hong Thang remarked that effective implementation of environmental policies heavily relies on good administrative management capacity from local governments. Therefore, intensive training for relevant public officials is a crucial consideration when implementing these policies.<\/p>\n

    In the second part of the discussion, Assoc. Prof. Dr. Izlawanie Muhammad provided an overview of Malaysia’s tax system and methods of teaching taxation in Malaysia. Dr. Tran Trung Kien<\/b> then introduced Vietnam’s tax system and the reality of teaching tax in Vietnam. Through this exchange, many issues in teaching taxation in both countries were discussed. Notably, Professor Izlawanie Muhammad shared insights into “Zakat” (Taxation and Zakat planning), a unique aspect of Islamic culture.<\/p>\n

    Assoc. Prof. Dr. Diep Gia Luat<\/b> concluded the seminar by expressing hope that the relationship between the two parties would extend beyond this discussion, leading to future collaborations in student and faculty exchanges, aiming to deliver the best value to learners.<\/p>\n

    The seminar “Implementation Strategies for Carbon Pricing in Developing Countries” concluded successfully, promising groundbreaking developments in research to formulate and apply carbon pricing methods in Vietnam, as well as opening opportunities for future cooperation between the two sides.<\/p>\n
