On October 3, 2025, the UEH College of Economics, Law and Government (CELG) successfully organized the 2025 National Conference featuring a series of sessions on public finance, economics, public management, and sustainable finance. The opening session, themed “Public Finance and Tax Policy under the Impacts of Digital Transformation, Restructuring, and Global Volatility”, was jointly organized by CELG, Nha Trang University, University of Finance and Marketing, and the Institute of Financial Strategy and Policy (Ministry of Finance). The discussions revolved around two main topic groups: issues related to public finance and tax policy trends in the context of digital transformation and comprehensive economic restructuring; and topics concerning public finance and tax policy under global economic–political fluctuations, along with other relevant emerging issues in the new context.
Opening Session
Dr. Tran Thi Tuan Anh – Vice Rector of CELG presented appreciation gifts to partner institutions.
In the context of global economic volatility driven by digital transformation, supply chain restructuring, and international commitments, the conference served as a forum for scholars, policymakers, and experts to exchange ideas and propose policy recommendations for Vietnam.
The conference received 71 research papers, among which 53 outstanding papers were presented directly. The presentations focused on:
• Trends in tax and public finance policies in the digital era.
• Responding to global volatility: carbon tax, U.S. countervailing tax, etc.
• Public financial management associated with green transition, sustainable development, and climate change.
Discussion Sessions
The conference featured two keynote speakers:
– Assoc. Prof. Dr. Nguyen Hong Thang (UEH) delivered a presentation titled “The Role of Social Protection Policy in Supporting People to Overcome Crises.” The presentation explored the model of Shock-Responsive Social Protection (SRSP), highlighting its strengths and challenges when applied in Vietnam based on digital platforms and practical experiences. He emphasized the government’s role as a “shock absorber” for the economy and society, proposing suggestions to design an effective, rule-based system to support citizens according to the principles of “Right – Sufficient – Timely” in times of crisis.

– Ms.Luu Anh Nguyet (Ministry of Finance) presented a paper titled “International Experiences in Taxation of Digital Assets: Policy Framework Suggestions for Vietnam.” The speaker from the Institute of Financial Strategy and Policy, Ministry of Finance, provided an overview of global trends and international experiences in building legal frameworks for such assets. The paper analyzed how countries like the U.S., Switzerland, and Japan apply different tax regimes (capital gains tax, income tax). Based on Vietnam’s current legal situation, the speaker proposed key policy recommendations, emphasizing the need for
flexible asset classification, ensuring fairness, and building a step-by-step roadmap toward international integration.

Prof. Dr. Diep Gia Luat – Head of the Department of Public Finance presented appreciation gifts to the two keynote speakers of the conference.
With the participation of a large number of experts, scholars, and policymakers, the conference became a high-quality academic forum contributing to shaping Vietnam’s fiscal and tax policy in the new context. The ideas and recommendations presented at the conference are expected to serve as valuable references for the process of formulating Vietnam’s socio-economic development strategies, contributing to sustainable growth and deeper international integration during the 2025–2030 period.
